Red patch/circle near edge of penis head

I noticed about 3 weeks ago what looks like a red circle or patch about 3 mm radius on the head of my penis. I was really worried so went to a clinic. The doctor said it didn't look like warts or herpes, but possibly due to friction of sex or masturbation, or something yeast infection like. I was prescribed a cream resembling athletes foot cream and it seemed like it didnt help at all. In some lights it is shiny and looks scar like, and if u stretch the skin then let it go it is very noticable. Its doesnt hurt/itch but looks bad. How can I get rid of this scar type skin?

Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, rash due to friction rub with clothes, dermatitis (atopic, contact, allergic), excessive sweating causing sweat dermatitis or balanitis(due to an underlying infection (bacterial and fungal as well as other organisms) .
You may try calamine lotion on the rash. You should also maintain hygiene and try to keep the area clean and dry, wear loose-fitting cotton clothing. Also use an antibacterial soap or mild soap like dove.Avoid any kind of cosmetics. You can also use a barrier cream with zinc oxide paste or calamine lotion or a mild steroid cream like dermacort on the rash.

If the symptoms are severe then please consult a dermatologist. It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. I'm sore down there my tip on my penis is irritated burns when i urinated and the fluid pushing out is dark brown n green.
Have you been to a doctor for this?  If you are seeing burning when you urinate and brown/green fluid, you need to seek a doctors care.
